Founding Charter

Purpose
The Tabletop Developer Consortium (TDC) is a community of developers building open-source software tooling for the Warhammer 40,000 ecosystem. We exist to share knowledge, reduce duplicated effort, and raise the quality bar for the tools our community depends on.
The TDC is not:
- A commercial venture or business entity
- A model-sharing or 3D-printing site
- A replacement for Games Workshop products
We are purely focused on software tooling: list builders, probability calculators, data schemas, tournament tools, and the shared infrastructure that makes them better.
Membership Tiers
The consortium operates with three membership tiers:
Public
Open to everyone. Public members can browse the showcase, use shared schemas and tools, and read all governance documents. No sign-up required.
Member
Verified developers who actively contribute to the ecosystem. Members can submit tools to the showcase, access Discord developer channels, contribute to shared data and schemas, and participate in governance discussions.
Council
A group of 3 to 7 people who steward the consortium. Council members approve showcase submissions, enforce IP and quality standards, maintain governance documents, and vote on structural changes.
Decision-Making
Day-to-day decisions happen on Discord through open discussion. When a formal decision is needed:
- Routine decisions (showcase approvals, minor doc updates): Council votes by simple majority.
- Structural changes (charter amendments, new tiers, policy changes): Council votes by supermajority (two-thirds or greater).
All votes and their outcomes are recorded publicly.
Amendment Process
Any member may propose a charter amendment:
- Post the proposed change on Discord with a clear rationale.
- Allow a minimum 7-day discussion period.
- Council holds a supermajority vote.
- If approved, the charter is updated and the change is documented.
